REPUBLIC ACT NO. 11286 IS AN ACT INCREASING THE BED CAPACITY FOR TERTIARY GENERAL HEALTH CARE SERVICES OF THE DR. JOSE N. RODRIGUEZ MEMORIAL HOSPITAL AND SANITARIUM IN TALA, CALOOCAN CITY FROM TWO HUNDRED (200) TO EIGHT HUNDRED (800) BEDS, REAPPORTIONING THE AUTHORIZED TWO THOUSAND (2,000) BED CAPACITY OF THE HOSPITAL, AMENDING FOR THE PURPOSE REPUBLIC ACT NO. 9420, AND APPROPRIATING FUNDS THEREFOR

The activity started at 9: 05 AM of September 02, 2019 at the hospital auditorium. Master of Ceremonies were Ms. Eileen Marcelo, Supervising Administrative Officer assigned at the Procurement Office, and Ms. Mila Reyes, Administrative Officer III of the Public Assistance and Complaint Unit. Ms. Melinda Cando, Nurse II, led the Doxology, National Anthem, and the singing of the Department of Health and the Caloocan City Hymn. Dr. Dave Elvin G. Sanchez, the hospital’s Chief of Medical Professional Staff gave the opening remarks, welcoming the guests from the different units and offices of the hospital, as well as the attendees from the communities and Local Government Units. Ms. Eileen Marcelo made a brief presentation of the hospital’s history, discussing its development from its beginnings up to its present status as a Medical Center.
Dr. Alfonso Victorino H. Famaran, Jr., the hospital’s Medical Center Chief II (MCC), presented the IRR to the audience. The following information were delivered by the MCC in reference to the above subject;
- that the authorized 200 bed capacity of the hospital allotted for tertiary general hospital services is increased to 800 beds; while the remaining 1, 200 of the hospital’s authorized 2, 000 total bed capacity are intended for leprosy services,
- that the hospital’s direction is headed toward becoming the “PGH of the North” and an apex hospital where services are readily available, and accessible to ALL;
- that all patients will be catered as long as services required are available in the hospital,
- that to commensurate staffing with the expansion of bed capacity and services, manpower shall be increased, however, this shall be implemented in a staggered basis to indicate that for year 2020, staffing pattern shall correspond to the requirements of 400 beds, 600 beds for 2021, and 800 beds for year 2022;
- that the hospital is in the process of transitioning into a Training and Teaching Institution, and is currently completing compliance requirements for Residency Training Accreditation for the different departments, emphasizing that at present, six (6) departments are accredited for the aforementioned, these being the Departments of internal Medicine, Pediatrics, Anesthesiology, Radiology, Obstetrics and Gynecology and Family Medicine;
- that plans for the hospital will always be based on the Department of Health’s FOURmula + 1, and the integration of People- centered Services, to ensure the participation of the community and the significant others of the patient in his care and treatment.
- That the DJNRMHS being a “referral hospital,” must have a good network and linkage with the “referring hospitals,” or community hospitals.
The MCC likewise presented the requirements for upgrading. He stressed the importance of having an adequate and competent human resource complement. At present, difficulty in implementing the standards in health care provider- patient ratio is encountered due to the increasing number of clients admitted to the hospital that exceeds the hospital’s capacity. The MCC communicated to the stakeholders that the hospital may need to ask help from the Local Government Units to augment the hospital’s present staffing complement.
The potential of the hospital becoming a Cancer Center is being looked into. To fit this description, the agency will need to establish a department for Nuclear Medicine. Family Medicine will likewise have a sub- specialty- Hospice Care, under which Geriatric Care will fall.
The hospital has a dual mandate of Tertiary General Hospital Services and Leprosy Care. Works are underway to strengthen its trauma and dermatological facets. In 2020, the Orthopedic and Oncology Sections may likewise delve into Residency Training Program if plans push through, the same with the Department of Physical Therapy and rehabilitation in 2021.
